An Ohio judge ruled yesterday that the state of Ohio cannot use funds designated for tobacco prevention to fund other programs in attempts to balance the state's budget. Eliminating the tobacco prevention program, "would result in a substantial increase in medical expense for both Ohioans and the state of Ohio for treatment of tobacco-related disease," the judge wrote.
