Legislative Agenda Update: Ohio
As the legislative session continues, we are working hard to advance our policy priorities. Here's a quick update to keep you up-to-speed with the goings-on at the Statehouse!

♥ Tobacco Prevention Funding

Over the last few years, tobacco prevention in Ohio has been decimated. First, funding was securitized in 2007. The following year, the tobacco prevention foundation was abolished and their endowment seized. While the state provided $6 million for 2008-09 and 2009-10, there is no provision to provide future dollars. Therefore, tobacco prevention funding is even more critical. In fact, funding for local cessation and prevention efforts will end June 30, 2010. We are currently working with legislators on tax parity to refund tobacco prevention.

♥ Stroke Systems of Care

Ohio took the first step towards addressing our stroke system of care several years ago. In 2006, Ohio released the Burden of Stroke in Ohio report, which provided greater insight to the state’s system. The next step for Ohio is legislation to address the identified gaps.

Since our initial post, efforts have focused on working with key legislators to draft legislation to address this time sensitive problem. Bill introduction is pending. In the meantime, advocates continue to educated members on the critical nature of the problem.

♥ Physical Education

The State Board of Education has adopted state standards for physical education!  This was a critical first step to help local school districts evaluate their phyisical education program for quality.  However, this is still much to do.

The American Heart Association is a member of the Healthy Choices for Healthy Children coalition. The group supports current legislation to further address the quality of physical education and increase physical activity in our schools. The legislation will also establish standards for beverages sold in schools, which are very similiar to those adopted by the Alliance for a Healthier Generation adn the American Beverage Association. Further, the bill would establish nutrition standards. Watch for movement on the House and Senate versions of the bills in May!

♥ Health Education Standards

Ohio does not have Health Education Standards for Schools. By passing national standards, Ohio can ensure children receive quality nutrition education. When coupled with improvements in physical education, we can address the energy in=energy out equation.

Since the initial posting, the Ohio Board of Education passed a resolution supporting adoption of Health Education Standards by the legislature. Discussions continue on the best vehicle to pass state Health Education Standards.

♥ Chain of Survival, Good Samaritan

While Ohio previously passed AED Good Samaritan legislation, there are additional adjustments needed. Representatives Heard and Letson have taken a leadership role to fix Ohio's AED Good Sam coverage. Several hearings have already occured and more are anticipated in May.
